The Procurement Officer shall carefully review in full the usage rights and restrictions and shall negotiate them where necessary to ensure that CERN is allowed to use the software for its required purposes. This implies that the Procurement Officer shall consult with the Technical Officer. In particular, the Procurement Officer shall take into account:

• Who needs to use the software (CERN employees or also associated members of personnel? Contractor personnel? External participants? Others?)
• Where people need to use the software (France, Switzerland or both? From home? From other institutes in other countries?)
• For what purposes they need to use the software and any data (such as designs) created using the software. This includes, for example: for KT activities? Sharing designs with third parties? Allowing the commercialization of designs by third parties? For academic purposes only? For research purposes only?
