The licence agreement restricts use of the software to Switzerland. Is it OK?

The Procurement Officer shall consult the Technical Officer to determine where the end users of the software are. Typically, users are located in both France and Switzerland (at least) and the licence agreement should therefore allow for use in both these countries. It should be noted that in the case of server/network licences, the geographic restrictions in the licence agreement may relate to the location of the server on which the licence is hosted and not the location of the end users themselves.
